The Council refused the change of use to House in Multiple Occupation application on the grounds of it having a harmful impact on the vitality and viability of the Local Centre and because it did not preserve or enhance the character and appearance of the Town Centre Conservation Area. The Inspector accepted that bringing the building back into use together with the physical improvements this could entail weigh in favour against the loss of a commercial unit in the local centre. It was accepted the change of use would not harm the vitality or viability of the local centre.
